Presiden Joko Widodo memperingatkan Panglima Tentara Nasional Indonesia (TNI) Jenderal Gatot Nurmantyo dalam rapat minggu lalu di tengah kekhawatiran sang komandan "lepas kontrol" setelah ia secara sepihak menangguhkan kerjasama pertahanan dengan Australia, menurut dua sumber yang mengetahui isi rapat tersebut, seperti diberitakan Reuters.
Intervensi Presiden menyoroti kekhawatiran terhadap Gatot, yang mendorong pandangan bahwa Indonesia dikepung "proxy wars", di mana negara-negara asing berupaya melemahkan suatu negara dengan memanipulasi aktor-aktor non-negara.
Para analis dan beberapa pembantu Presiden juga khawatir Gatot sedang merencanakan perluasan peran militer dalam urusan-urusan sipil di negara ini dan mungkin punya ambisi-ambisi politik pribadi.
Presiden Jokowi, presiden pertama dari luar lingkaran militer dan politik, perlu bergerak cepat untuk memperlihatkan wewenangnya sebagai panglima tertinggi negara, kata seorang pejabat pemerintah senior.
"Dengan Gatot, perasaannya itu seperti ia sedikit lepas kontrol," ujarnya.

Gatot menolak permintaan wawancara dan seorang juru bicara militer juga menolak berkomentar mengenai pertemuan tersebut.

Al Araf, direktur kelompok advokasi hak asasi manusia Imparsial, tujuan Gatot ada dua: untuk mendorong ambisi-ambisi politik pribadinya dan untuk mengumpulkan dukungan untuk memperluas peran militer.
Saat narasi proxy war mengidentifikasi kekuatan-kekuatan asing di belakang banyak tantangan yang dihadapi Indonesia, dari terorisme dan narkoba, bahkan homoseksualitas, solusi implisitnya adalah bahwa hanya militer yang dapat menanggulanginya, ujar Araf.
"Ini adalah masalah-masalah karena proxy war jadi militer harus terlibat dalam semua masalah ini," tambahnya.
