Anggota DPR dari PDI Perjuangan Junimart Girsang menyengat publik. Dalam rapat kerja dengan Komisi Pemberantasan Korupsi (KPK), pada Rabu 15 Juni 2016, dia bertanya soal aliran dana ke Teman Ahok.
"Kami mendapat info, ada dana pengembang reklamasi Rp 30 miliar untuk Teman Ahok melalui Sunny dan Cyrus,” katanya. “Saya tidak tahu apakah KPK telah melakukan pemeriksaan pada Sunny atau Cyrus.”
Sunny Tanuwijaya adalah staf khusus Gubernur DKI Jakarta Basuki Tjahaja Purnama atau Ahok. Sementara Cyrus Network Public Affairs adalah lembaga konsultan politik yang dipimpin Hasan Nasbi.
Ketua KPK Agus Rahardjo menjawab pertanyaan Junimart dengan menyatakan komisi antikorupsi akan menerbitkan surat penyelidikan perkara itu. “Kelihatannya ada yang cukup besar dan perlu waktu cukup lama,” katanya. Kepada wartawan setelah rapat, Agus menyebutkan, “Informasinya sudah ada. Tinggal memperdalam saja sebenarnya.”
Majalah Tempo edisi 20-26 dengan cover story “Duit Reklamasi untuk Teman-teman Ahok,” menceritakan bagaimana uang sebanyak Rp 30 miliar itu sampai ke Teman Ahok.
KPK telah memeriksa Andreas Bertoni, bekas Managing Director Cyrus Network Public Affairs, pada 15 April 2016. Penyidik komisi ini juga sudah memeriksa pimpinan perusahaan pengembang reklamasi, yakni PT Agung Podomoro Land dan PT Agung Sedayu Group.
Tempo telah menemui Andreas Bertoni. Dia tidak menyangkal pernah dimintai keterangan oleh KPK di Pacific Place. Dua kali ditemui Tempo, ia meminta semua penjelasannya tidak dikutip. “Itu tanya saja ke KPK,” ujarnya.
Andreas yang bergabung dengan Cyrus pada Oktober 2014 mengaku hanya mengetahui dua kali pencairan dana dari pengembang reklamasi, yakni Rp 1,3 miliar dari Agung Podomoro pada 14 April 2015. Lalu Rp 7 miliar dari Agung Sedayu pada 19 Agustus 2015.
Duit itu disebutkan sebagai bagian dari realisasi proposal pendirian Teman Ahok, yang disepakati dalam rapat antara Sunny dan sejumlah petinggi Cyrus di Hotel Grand Hyatt, Jakarta, awal April 2015.
Bagaimana uang itu diserahkan ? Pada 14 April 2015 sekitar pukul 12.00, mobil Mazda Biante abu-abu dan Avanza putih meluncur dari kantor Cyrus di Graha Pejaten, Jakarta Selatan. Tujuannya ke dermaga di Perumahan Pantai Mutiara, Jakarta Utara.
Dua mobil itu berpenumpang lima orang, yaitu Andreas, Amir Maulana, Yustian Fajri Masanto, seorang anggota staf Cyrus, dan sopir. Mereka menuju dermaga untuk bertemu dengan Sunny, yang pada saat yang sama menuju rumah Ariesman di Pantai Mutiara.
Mereka hendak mengambil duit Rp 1,3 miliar seperti yang dianggarkan proposal. Menurut Andreas kepada KPK, duit itu awalnya diambil Sunny dengan mobilnya, Chevrolet Captiva hitam, dari rumah Ariesman.
Duit disimpan di sejumlah koper hitam. Setelah itu, duit-duit tersebut dipindahkan ke mobil Mazda Biante abu-abu melalui pintu belakang. Selanjutnya, duit dibawa ke kantor Cyrus di Pejaten dan ditaruh di brankas lantai dua.
Di lantai dua, tas itu dibuka dan berisi uang pecahan Rp 50 ribu dan Rp 100 ribu. Andreas sempat berfoto di depan tumpukan uang tersebut. Foto itu sudah ia berikan kepada penyidik KPK.
Pada 19 Agustus 2015, Andreas ikut menerima dana Rp 7 miliar di lantai dua kantor Cyrus. Melalui orang-orang Cyrus yang mengambil dana tersebut, Andreas mendapat informasi bahwa dana itu diambil dari Sunny dan merupakan pemberian Aguan. “Mereka bilang uang itu dari ‘Harco’ melalui ‘Kampret’,” kata Andreas.
“Harco”, menurut Andreas, adalah kode panggilan untuk Sugianto Kusuma alias Aguan dalam percakapan di kantor Cyrus, yang merujuk pada kantor pusat Agung Sedayu Group di Harco Mangga Dua, Jakarta Pusat.
Agung Sedayu punya lima pulau dan ia sudah dicekal untuk keperluan penyidikan. Adapun Sunny dipanggil “Kampret”, makian khas yang acap ia lontarkan kepada teman dekatnya. Sedangkan Ariesman dipanggil “Pluit”, yang merujuk pada alamat kantor Podomoro Land.
Ketika ditanya Tempo soal uang suap ini, pengacara Aguan, Kresna Wasedanto, tak memberi komentar. “Bentar… bentar,” ujarnya. Adapun pengacara Ariesman dan Podomoro, Ibnu Akhyat, membantah tuduhan itu. “Tidak benar itu,” katanya.
Sunny tak mau menanggapi saat ditanyai soal seluruh pengakuan Andreas kepada KPK tentang penyerahan uang dari Ariesman dan Aguan. “Terserah mau nulis apa,” katanya kepada Tempo. Sebelumnya, kepada Tempo, ia mengaku dekat dengan Aguan dan Ariesman. “Mereka kalau ketemu Pak Gubernur lewat saya,” ujarnya.
Sunny menyangkal tudingan sebagai perantara aliran dana pengembang ke Teman Ahok melalui Cyrus. “Enggak, enggak ada itu,” katanya. Hasan Nasbi juga membantah tudingan ini. “Gua capek mengklarifikasi gosip,” ujarnya.
Hasan mengatakan memecat Andreas karena dia menyetujui dan menarik sendiri dana Cyrus yang nilainya sekitar Rp 300 juta. “Buat gua, itu udah maling,” ujar Hasan.
Salah satu pendiri Teman Ahok, Singgih Widyastomo, mengatakan pendanaan organisasi relawan itu murni dari penjualan kaus dan merchandise. Menurut dia, kegiatan itu sudah menghasilkan Rp 2,5 miliar.
Basuki Purnama mengatakan tak tahu-menahu soal aliran dana untuk Teman Ahok dari pengembang. Ia mengaku kerap bertemu dengan Sunny dan Hasan, tapi tak pernah membahas soal pembentukan Teman Ahok.
Wakil Ketua KPK Laode Muhammad Syarif memastikan lembaganya serius mengusut pengakuan Andreas tentang aliran dana ke Teman Ahok melalui Cyrus itu. Termasuk, kata dia, menelusuri peran Sunny dan hubungannya dengan Basuki Purnama. “Kami sudah membentuk tim untuk mendalami itu,” ujarnya.
