Seorang warga mengeluhkan proses pengerjaan e-KTP yang ada di daerahnya.
Warga Kecamatan Marpoyan Damai, Pekanbaru, Riau itu pun mengunggah kejadian yang ia alami di tempatnya mengambil e-KTP ke Facebook, Kamis (25/1/2018).
Awalnya pengguna akun Helvita Lova itu heran lantaran sudah cukup lama menunggu untuk mengambil e-KTPnya, namun tak kunjung dipanggil.
Ternyata, ketika ia memprotes secara langsung beberapa petugas, dirinya tak sengaja mengetahui penyebab lamanya pengerjaan e-KTP, yang dilontarkan langsung oleh sang petugas.
"Apa SOP-nya?" tanya si wanita di balik kamera yang merekam.
"E-KTP enggak ada SOP-nya, Bu," jawab seorang karyawan yang meladeni protesnya.
Selain itu, sederet hal yang ditunjukkan melalui sikap para petugas dalam melayani warga juga menjadi masalah untuk Helvita.
Hal tersebut termasuk ancaman yang disampaikan petugas untuk tidak mencarikan KTP Helvita dan lain sebagainya.
Dalam unggahannya, Helvita juga menyematkan tangkapan layar SOP Informasi Pembuatan KTP Baru dan Penggantian dari laman Disdukcapil.
Berikut ini unggahan lengkap dari Helvita, yang telah menjalani proses perekaman e-KTP 2 tahun sebelum akhirnya bisa diambil:
"Ternyata pembuatan KTP-el atau e-KTP di Kecamatan Marpoyan Damai Pekanbaru Riau ini tidak ada SOP nya. Pantasan saja tidak jelas kapan siapnya.
Di video ini kita udah nunggu-nunggu, memang belum lama sih, tapi saya perhatikan kok yang dipanggil-panggil itu adalah orang2 yg melakukan perekaman e-KTP, kemudian ada juga yang pelaporan KTP hilang, ada juga yang mau mengubah data, dan ada juga yang mengambil KTP (karena sudah pada di-SMS) sama seperti saya.
Karena pengerjaannya yang semberaut begitu saya protes, karena yang mau ambil KTP di situ paling 10-15 orang, kok lama kali nunggunya. Banyak alasan petugas-petugasnya.
1. Lagi dicari, banyak KTP orang ini yang mau dicari (mereka jawab ketus-ketus)
2. Sabarlah nunggu, yang lain juga sudah pada nunggu lama. Padahal mereka nyarinya santai-santai, lelet, KTP berserakan di mana-mana.
3. Alat (perekam) cuma 1 jadi pengerjaannya bebarengan semua di 1 tempat dan pada orang yang sama. Padahal pengambilan KTP tidak perlu ada perekaman lagi kan. Cuma yang daftar yang perlu perekam.
Harusnya bisa dibuat terpisah, 1 tempat untuk perekaman, 1 untuk pengambilan, 1 lagi untuk pelaporan KTP hilang atau lainnya.
Perasaan dulu begitu, terbagi-bagi, sekarang kok malah disatuin, jadi di situ orang ngantri, ambil di situ orang antri, mau daftar di situ orang mau melapor, mending kalau ruangan lebar.
Ruangannya kecil sekali, kalau ada yang sesak napas ataupun asma bisa langsung kambuh dah.
Kembali ke video lagi, itu ibu-ibu yang di video mungkin sudah kesal dengar protes saya terus dari kemarin, jadi malah ngancam KTP saya tidak akan dicarikan. (Boleh ya gitu).
Trus ada lagi perempuan masih muda yang di sebelah ZAKI sok selfie-selfie kepedean pas ada kamera, dia pikir orang marah main-main. Pakai acara ngomporin lagi.
Terus ada juga ibu-ibu yang duduk di ruangan kaca sebelah juga teriak-teriak bilang "jangan carikan KTP dia, udah untung di-SMS malah sekarang protes-protes lagi, udah uang SMS gak dikasih-kasih.
Hello ibu (yang tidak saya tahu namanya), SMS itu kewajiban kalian dan sudah janjinya kan kalau siap di-SMS, uang SMS kan bukan urusan kita. Cape deh.
Nah ibu-ibu yang di ruang kaca sebelah terang-terangan nyuruh ZAKI dan petugas 1 lagi untuk memanggil nama "kenalannya" supaya dipanggil dahulu, dengan alasan "kenalannya" itu juga sudah di-SMS, jadi tidak ada yang salah kalau dipanggil langsung untuk perekaman KTP. Ada yang setuju dengan ibu itu?
Enak dong kalau kenal dengan ibu itu, bisa langsung-langsung aja diurusin.
Jadi setelah menunggu 2 jam, KTP-el saya "ketemu", dan saya bisa bawa tuh KTP pulang, tapi dengan catatan:
KTP BELUM AKTIF, HARUS DATANG LAGI KE KANTOR CAMAT TERSEBUT UNTUK PENGAKTIFAN KARTU-KARTU.

Oh ya, ada juga ibu-ibu di sebelah saya, dulu ngurus KTP-el barengan sama suami, sekarang yang ada cuma KTP suami
KTP dia gak nemu, dipaksa cari sama si ibu karena dia capek bolak-balik, belum lagi ninggalin anak kecil.
Jadi sampai saya pergi dari situ, ibu ini belum mau pergi karena KTP dia belum ketemu.
Berharap pemerintah peduli dan bisa mencari jalan keluar untuk masalah seperti ini, lebih tepatnya masalah yang sudah lama seperti ini.
Nb: Itu petugas yang namanya Zaki, setelah KTP saya ketemu, langsung difoto KTP saya, dan wajah saya juga dia foto.
