Masyarakat di Pulau Jawa resah dengan kelangkaan dan mahalnya harga garam di pasaran. Pertama kali harga garam langka dan mahal terjadi di Jawa Timur, provinsi di mana terdapat pulau penghasil garam, Madura. Setelahnya, merembet ke seluruh Jawa.
Harga garam di Purwokerto, Kabupaten Banyumas, Jawa Tengah di beberapa pasar tradisional berganti harga. Akhir pekan lalu tercatat Rp 7.500 kini menjadi Rp 13.000 per bal isi 20 bungkus. Sedangkan garam dapur kotak naik dari Rp 5.000 per kantong isi 20 biji menjadi Rp 7.000 sampai Rp 8.000 per kantong.
Sebelumnya di sejumlah wilayah Jawa Timur seperti Madiun, Blitar, Probolinggo dan daerah lainnya merasakan hal yang sama. Sudah mahal, langka pula. “Sudah tiga pekan ini di wilayah kami garam agak langka. Jadi kami sidak apakah distributor melakukan penimbunan atau tidak,” kata Petugas Penindakan Tim Satgas Pangan Kota Blitar yang juga Kepala Satuan Reserse dan Kriminal Polresta Blitar AKP Heri Sugiono. Tim Pangan Pangan Kota Blitar terus menyelidiki ini. Berdasarkan pengecekan di lapangan, Tim Pangan belum menemukan unsur penimbunan.

Sementara di Provinsi Yogyakarta baru merasakan dua tiga hari kemarin harga garam naik drastis. Pantauan di Pasar Berngharjo Yogyakarta, para pedagang mengeluhkan kenaikan harga garam dan tidak adanya stok. Khususnya jenis garam grosok. Pedagang bernama Ida Habibah (35) mengatakan, kenaikan harga garam grosok yang dipasok dari Jatim sudah dirasakan usai Lebaran lalu. Lambat laun, bukan naik lagi, tapi ganti harga dan langka. “Naiknya gila-gilaan, dari Rp 1.000 jadi Rp 7000. Garam grosok yang paling susah,” kata Ida, kemarin. Sedangkan garam beryodium dari semula Rp 6.000 menjadi Rp 10.000 per pak isi 1,5 kg. Garam jenis halus, dari Rp 1.000 per 1/4 kg menjadi Rp 1.500 per 1/4 kg.
Di Jawa Tengah sendiri, di Kota Garam yakni Kabupaten Rembang, harganya melonjak drastis hingga tiga kali lipat
dari harga normal. Harga satu bungkus isi 10 kotak garam, semula Rp 2.500 kini menjadi Rp 7 ribu. Sedang untuk garam dapur, yang semula hanya Rp 10 ribu kini melonjak Rp 25 ribu.
Kelangkaan disertai kenaikan harga garam krosok berimbas pula pada pengusaha ikan asin di kota ini. Biaya produksi membengkak. Yang sebelumnya hanya berkisar Rp 500 untuk penyediaan garam tiap 1 kilogram ikan asin, kini membengkak hingga Rp 2.000 per kilogram ikan asin. Akibatnya, harga jual ikan asin mengalami kenaikan di kisaran Rp 2.000 sampai Rp 3.000. Di Pekalongan, sebagian produsen ikan asin memilih berhenti berproduksi. “Di tempat saya ada sekitar 50 perajin ikan asin. Saat ini tidak lebih dari 10 perajin. Itupun sebagian besar memilih berhenti produksi dulu,” ungkap Ketua Himpunan Pedagang Ikan Pekalongan, Nasokhah.
Kondisi ini juga dirasakan perajin ikan asin di Lampung. Harga garam untuk ikan asin mencapai Rp 250.000 per 50 kg atau per karung, padahal sebelumnya hanya Rp 50 ribu per karung. “Kenaikan harga garam ini memberatkan perajin, karena biaya produksi menjadi membengkak,” kata Sarnoto, perajin ikan asin di Pulau Pasaran Bandarlampung.
Di Twitter, tweeps mengkritik pemerintah. Bagaimana bisa negara maritim garam langka dan mahal. “Katanya negara agraris, tapi petaninya miskin-miskin. Katanya juga negara maritim, tapi garamnya mahal dan langka. Jadi kita negara apa?” cuit @bergumam disambut @shafir_olshop. “Lautnya luas tapi untuk beli garam aja susah. Dulu yang harganya Rp 1.000 sekarang Rp 3.000. Opo kudu lek masak kulakan banyu segoro sik yoo (apa kalau mau masak harus ambil air laut?” cuit dia. Akun @floritalistyani tak habis pikir. “Garam langka & mahal. Sampai sekarang makan nasi sama garam jadi pilihan terakhir warga kurang mampu. Tapi sekarang kalau garam mahal? Mau makan apa mereka?” cuit dia disamber @Ronnie_Rusli. “Harga Garam Masih Mahal, Kemendag Kemana?”
Ketua Komisi Pengawas Persaingan Usaha (KPPU), Syarkawi Rauf menyebut ada unsur kesengajaan. Mahalnya garam disinyalir akibat pengurangan pasokan di pasaran. “Tingginya harga garam ini memang ada akibat produksinya turun karena faktor cuaca. Tapi di lapangan yang kita lihat harganya lebih tinggi dari yang diperkirakan,” ujar Syarkawi kepada wartawan di Balai Kota Solo, kemarin.
