 Menjadi seorang wakil rakyat seharusnya bisa menjadi panutan bagi masyarakat.

Sebab, wakil rakyat merupakan orang yang sering mendapatkan sorotan dari masyarakat.

Terutama perilakunya.

Selain itu, masyarakat jugalah yang telah memilih mereka.

Alasannya, mereka ingin segala aspirasi mengenai berbagai persoalan hidup mereka bisa mendapatkan solusi, dan disampaikan kepada pemerintah. 

Bukan justru melakukan perbuatan yang sebaliknya.

Yaitu menyalahgunakan jabatan yang mereka miliki.

Misalnya melakukan korupsi, atau menipu.

Bahkan, yang cukup parah adalah melakukan perbuatan asusila. 

Itu seperti yang terjadi baru-baru ini.

Seorang anggota DPRD Kabupaten Tulungagung, MU digerebek warga di Desa Bendosari, Kecamatan Ngantru, Rabu (11/10/2017) selepas subuh.

MU digerebek di rumah seorang janda bernama NK.

Menurut penuturan Ketua RT3, RW 5 Desa Bendosari, Suroso, MU sudah lama berhubungan dengan NK.

Sering kali MU bertamu ke rumah NK, namun setahunya tidak pernah menginap.

"Biasanya bertamu sore, pulang sebelum jam 10 (malam)," terang Suroso saat di Mapolsek Ngantru.

Namun sebelum digrebek, MU masuk ke rumah NK malam hari dan menginap.
Warga yang kesal kemudian menggerebek MU, selepas adzan subuh berkumandang.

Beramai-ramai warga menggerebek MU.

Saat digerebek, MU ternyata sedang berada di kamar mandi.

"Saat digerebek dia (MU) sedang mandi," tambah Suroso.

NK diketahui seorang janda beranak satu. Kesehariannya NK bekerja sebagai pemandu lagu.

Menurut warga sekitar, hubungan MU dengan NK sudah lama.

Bahkan pasangan ini sudah kumpul kebo.

"Tidak menikah resmi dan tidak juga nikah siri. Apa namanya kalau bukan kumpul kebo?" ucap seorang warga berinisial Dul.

Menurut Dul, MU sudah sering menginap di rumah NK.

"Rumahnya itu baru setahun dibangun. Ya di rumah itu MU sering menginap," tambah Dul.

Dul mengaku kesal, sebab selama berhubungan dengan NK, MU tidak pernah berhubungan dengan lingkungan sekitar.

Bahkan saat lingkungan ada kegiatan, MU tidak pernah menyumbang.

"Warga merasa lingkungannya dijajah sama dia. Sudah tidak punya kontribusi, seenaknya saja di lingkungan orang. Akhirnya digerebek saja," tegas Dul.

Saat ini MU dan NU masih diperiksa di Mapolsek Ngantru.

Sepengetahuan warga sekitar, hubungan MU dan NK sudah menghasilkan dua anak.

MU adalah anggota DPRD Kabupaten Tulungagung, Komisi C yang membidangi Keuangan dan Kesehatan.

Hasil Visum

Polisi memastikan, anggota DPRD Tulungagung yang digerebek warga, Michael Utomo tidak melakukan hubungan badan dengan Nunung Kurniawati.

Hal ini diungkapkan Kapolsek Ngantru, AKP Maga Fidri Isdiawan.

Menurut Maga, kepastian tersebut berdasar hasil visum yang dilakukan dokter RS Bhayangkara Tulungagung kepada Nunung.

"Visum itu kan cepat, hasilnya bisa langsung diketahui. Saat itu penyidik saya perintahkan untuk bertanya langsung ke dokter. Hasilnya negatif, tidak ada bekas bersetubuhan," terang Maga.

Meski demikian, Maga belum menerima hasil resmi hasi visum tersebut. Sebab secara administrasi, hasil visum baru bisa diambil pada Senin (16/10/2017).

Visum dilakukan pada Rabu (11/10/2017), di hari yang sama saat warga menggerebek pasangan ini.

Hasil visum diperlukan sebagai bukti, ada tidaknya persetubuhan. Maga menyebut, hasil visum untuk jaga-jaga jika ada pihak istri Michael Utomo mengajukan gugatan.

"Kalau NK statusnys janda, tidak mungkin ada yang mengajukan gugatan perzinahan," ujarnya.

Seorang anggota DPRD yang menolak disebut namanya mengungkapkan, ada hukum adat yang menjadi pegangan masyarakat Tulungagung secara umum.

Di pedesaan, jika bertamu ke rumah perempuan hingga di atas pukul 21.00 wib, maka akan digerebek. Pelaku biasanya akan mendapatkan sanksi dari warga.

Dalam kondisi yang dianggap parah, laki-laki yang bertamu dan perempuan yang ditamui akan dinikahkan. Kondisi tersebut jika keduanya sudah melakukan perzinahan yang kelewat batas di desa itu.

Namun kadang pihak laki-laki akan didenda, untuk kepentingan desa.

“Dendanya biasanya berupa material seperti semen, pasir paving. Nantinya denda itu akan dipakai untuk pembangunan desa,” ucap sumber tersebut.

Meski terbukti tidak melakukan hubungan badan, Koh Yan, panggilan Michael Utomo dipastikan melanggar hukum adat. Hukum tersebut memang tidak tertulis.

Pelanggaran hukum adat oleh seorang anggota dewan, dianggap sebagai pelanggaran asas kepatutan.

“Apa ya patut seorang anggota dewan menginap di rumah janda dan bukan istrinya. Secara moral sudah tercederai,” pungkasnya.
