Karenanya pemangkasan anggaran FLPP dari Rp 9,7 triliun menjadi Rp 3,1 triliun dirasakan bertolak belakang dengan target pemerintah untuk dapat menggenjot penyediaan rumah rakyat. Komitmen dan konsistensi pemerintah dalam penyediaan rumah murah akhirnya pun dipertanyakan.
Anggaran yang dianggap terlalu besar dialihkan ke sektor infrastruktur yang juga sedang digenjot. Meskipun menilai kebijakan tersebut kontraproduktif, namun Ali Tranghanda, CEO Indonesia Property Watch (IPW) berharap ada solusi lain agar permintaan pasar yang besar di segmen ini dapat terakomodir.
Pembangunan infrastruktur yang masif tanpa disertai dengan pemahaman pasar perumahan yang baik tentunya akan membuat pasar perumahan murah menjadi terganggu. “Pembangunan infrastruktur harusnya dapat sejalan dengan perencanaan Program Sejuta Rumah,” ujar Ali kepada Rumah.com.
Menurutnya, dengan masuknya infrastruktur dalam sebuah wilayah pastinya akan mendongkrak harga lahan yang justru tadinya bisa dibangun rumah murah. “Tanpa ada sinergi perencanaan antara infrastruktur dengan penyediaan rumah murah, maka harga tanah akan terus naik. Jadi bermimpilah bila mau menyediakan rumah murah,” tambah Ali.
“Dan hal ini sudah terjadi di beberapa wilayah sehingga para pengembang yang ingin bangun rumah murah pun akan kesulitan untuk menyediakan lahan,” tegas Ali. Karenanya program perumahan harus tetap menjadi prioritas pemerintah untuk menjamin kesejahteraan rakyat.
Kondisi ini memaksa pemerintah harus segera menyiapkan bank tanah termasuk badan yang secara khusus mengelola bidang perumahan. Janji Kementrian ATR/BPN yang akan segera mengeluarkan PP Bank Tanah pada Februari yang lalu pun masih belum terealisasi sampai saat ini.
Di sisi lain telah banyak pengembang rumah murah yang telah beralih minat ke pengembangan rumah menengah karena dianggap tidak memberikan manfaat lebih dan kurangnya dukungan pemerintah bagi perumahan murah.
Saat ini hanya Bank BTN yang mampu menyalurkan KPR FLPP karena secara fundamental bank ini memang telah siap untuk melayani pembiayaan rumah murah, dan faktanya hampir 99,8% porsi KPR FLPP ada di BTN.

Bank-bank lain sebenarnya juga telah diberi kesempatan untuk melakukan hal tersebut, namun tidak semuanya berjalan lancar. Karenanya alasan pemerintah untuk mengalihkan penyaluran FLPP ke bank lain patut dipertanyakan.
Komitmen BTN harusnya diapresiasi karena sampai saat ini Bank plat merah ini masih menalangi dana KPR FLPP meskipun dana dari kementrian belum cair dengan nilai yang cukup besar, Rp6 triliun. Dengan kondisi seperti ini BTN pun tidak dapat leluasa lagi untuk menyalurkan KPR FLPP di masa mendatang.

“Masalah perumahan rakyat bukan cuma masalah anggaran yang kurang, tapi kemauan kuat dari pemerintah untuk duduk bersama antar lembaga pemerintah. Koordinasi antara lembaga harus dilakukan termasuk dengan PT SMF, Tapera, dan sumber-sumber dana jangka panjang lainnya harus menjadi alternatif pembiayaan yang ada. Masalahnya bukan bisa atau tidak, melainkan mau atau tidak?” tanya Ali.

Di sisi lain telah banyak pengembang rumah murah yang telah beralih minat ke pengembangan rumah menengah karena dianggap tidak memberikan manfaat lebih dan kurangnya dukungan pemerintah bagi perumahan murah.
Saat ini hanya Bank BTN yang mampu menyalurkan KPR FLPP karena secara fundamental bank ini memang telah siap untuk melayani pembiayaan rumah murah, dan faktanya hampir 99,8% porsi KPR FLPP ada di BTN.

Bank-bank lain sebenarnya juga telah diberi kesempatan untuk melakukan hal tersebut, namun tidak semuanya berjalan lancar. Karenanya alasan pemerintah untuk mengalihkan penyaluran FLPP ke bank lain patut dipertanyakan.
Komitmen BTN harusnya diapresiasi karena sampai saat ini Bank plat merah ini masih menalangi dana KPR FLPP meskipun dana dari kementrian belum cair dengan nilai yang cukup besar, Rp6 triliun. Dengan kondisi seperti ini BTN pun tidak dapat leluasa lagi untuk menyalurkan KPR FLPP di masa mendatang.
