Syarat utama untuk mengikuti FP3 adalah bukti kepesertaan BPJS Ketenagakerjaan dengan manfaat Jaminan Hari Tua (JHT). Pasalnya, dana fasilitas ini berasal dari pengembangan dana JHT yang terkumpul.
“Ini adalah layanan tambahan yang merupakan pengembangan manfaat dari program Jaminan Hari Tua (JHT) yang dapat membantu meringankan upaya peserta BPJS-TK dalam membeli rumah pertama yang layak dan terjangkau dan ini sudah aktif dan bisa dimanfaatkan,” kata Utoh kepada Rumah.com.
“Kami bekerja sama dengan bank dan menempatkan dana JHT tadi ke perbankan lalu disalurkan ke peserta lewat kredit. Syarat untuk memanfaatkan fasilitas ini adalah mengikuti JHT minimal satu tahun,” ia menambahkan.
BPJS-TK memberikan bantuan pembiayaan hingga 95% hingga jangka waktu 20 tahun. Dengan demikian, uang muka yang harus disiapkan calon pembeli rumah adalah 5% dari harga rumah.
“Fasilitas cicilan rumah untuk non-MBR ini dibatasi harga rumah maksimal Rp500 Juta dan merupakan rumah pertama. Jadi, peserta yang sudah memiliki rumah tidak bisa lagi memanfaatkan layanan ini,” Utoh menjelaskan.
Fasilitas ini bisa digunakan baik untuk rumah tapak maupun apartemen selama memenuhi syarat di atas. Yang menggiurkan adalah jaminan suku bunga yang tetap mengikuti suku bunga Bank Indonesia, yakni BI Repo Rate+3.
Sebagai contoh, suku bunga BI saat ini adalah 4,75%. Dengan demikian, suku bunga cicilan melalui BPJS-TK adalah 7,75%. Perubahan hanya terjadi jika suku bunga BI berubah.
“Kita lihat suku bunga BI tidak pernah berubah secara drastis. Kelebihannya dibandingkan KPR komersial biasanya (KPR komersial) di tahun pertama, tahun kedua, rendah, tetapi memasuki tahun ketiga dan keempat mengalami kenaikan signifikan,” kata Utoh.
Bantuan renovasi rumah
Selain fasilitas cicilan perumahan, layanan tambahan ini juga memberikan bantuan renovasi rumah kepada peserta BPJS-TK.
“Untuk pinjaman renovasi, nilai maksimal pinjaman Rp50 Juta dengan tingkat suku bunga yang sama dengan tenor 10 tahun,” urainya.
Untuk saat ini, BPJS-TK telah memastikan kerja sama dengan Bank Tabungan Negara (BTN), jadi semua perumahan yang bekerja sama dengan BTN dan memenuhi syarat dapat diajukan untuk layanan ini.
“Saat ini BPJS juga tengah melakukan proses kerja sama dengan bank Mandiri dan BNI. Kemudian juga bank-bank daerah seperti Bank Jabar, dan sebagainya,” jelas Utoh.
Hal yang menjadi pertanyaan banyak peserta BPJS-TK salah satunya adalah dampak keikutsertaan program Fasilitas Pembiayaan Perumahan Pekerja ini terhadap ‘saldo’ BPJS mereka. Untuk diketahui, dana BPJS, terutama Jaminan Hari Tua (JHT), dapat dicairkan sebagian setelah jangka waktu tertentu.
“Walaupun kita menggunakan dana JHT untuk program ini, hal ini tidak akan mengganggu pemberian hasil pengembangan kepada peserta BPJS-TK secara keseluruhan,” ia menambahkan.

Pengajuan cicilan dengan fasilitas BPJS-TK ini nyaris tidak ada bedanya dengan pengajuan cicilan rumah lewat bank pada umumnya.
“Prosesnya sama seperti mengajukan cicilan rumah ke bank. Anda mengajukan permohonan cicilan untuk rumah yang diminati ke bank, nanti akan melalui prosedur normal, seperti BI checking. Tambahannya hanya penyertaan kartu BPJS-TK. Jika sudah memenuhi syarat, bank akan memberitahukan kepada BPJS-TK,” katanya.
Selanjutnya, BPJS-TK akan memeriksa riwayat kepesertaan, terutama kedisiplinan tempat peserta bekerja dalam membayar iuran BPJS-TK.
“Jadi, mulai sekarang, pastikan kartu BPJS-TK Anda ada di tangan. Kalau masih dipegang perusahaan, segera diminta,” Utoh menutup.
“Kita lihat suku bunga BI tidak pernah berubah secara drastis. Kelebihannya dibandingkan KPR komersial biasanya (KPR komersial) di tahun pertama, tahun kedua, rendah, tetapi memasuki tahun ketiga dan keempat mengalami kenaikan signifikan,” kata Utoh.
Bantuan renovasi rumah
Selain fasilitas cicilan perumahan, layanan tambahan ini juga memberikan bantuan renovasi rumah kepada peserta BPJS-TK.
“Untuk pinjaman renovasi, nilai maksimal pinjaman Rp50 Juta dengan tingkat suku bunga yang sama dengan tenor 10 tahun,” urainya.
Untuk saat ini, BPJS-TK telah memastikan kerja sama dengan Bank Tabungan Negara (BTN), jadi semua perumahan yang bekerja sama dengan BTN dan memenuhi syarat dapat diajukan untuk layanan ini.
“Saat ini BPJS juga tengah melakukan proses kerja sama dengan bank Mandiri dan BNI. Kemudian juga bank-bank daerah seperti Bank Jabar, dan sebagainya,” jelas Utoh.
Hal yang menjadi pertanyaan banyak peserta BPJS-TK salah satunya adalah dampak keikutsertaan program Fasilitas Pembiayaan Perumahan Pekerja ini terhadap ‘saldo’ BPJS mereka. Untuk diketahui, dana BPJS, terutama Jaminan Hari Tua (JHT), dapat dicairkan sebagian setelah jangka waktu tertentu.
